I was told the situation there is frequently covered by CNN and MSNBC, so it must be true.
It seems the government currently in power is facing elections.
The government has forbidden the banks to make loans so the political opposition cannot unseat the present government.
Monica discussed the situation with the banker who will assist with the transfer of her inheritance and he said after elections all hell will break loose in Ivory Coast and her money was not safe.
Monica told her banker she had a guardian in the U.

, who had been a foreign business partner of her late father's who would help her transfer her funds.
I told Monica I would not lieor support hers about that to the banker who could quickly catch me in the lie.
She assured me it would not be a problem and would not likely come up.
The banker wants to help.
I figured a helpful banker would want to know Monica's guardian was trustworthy.
Monica sent me the banker's phone number and told him I would be calling.
Since Ivory Coast is seven hours later than my local time, I called the banker on his personal phone at his home.
It seems the common language there is French so the English is a dialect one must develop an ear for, so our half hour conversation was punctuated by me asking Dr.
Albert Smith to please repeat himself, trying not to annoy him.
Monica told me he would give me some investment advice and he turned around and asked me what I would do.
I told him I felt this was a time to protect and preserve assets, not grow them.
I told him I would invest 60% in Krugerrands and Canadian Maple Leaf gold coins and keep them in several safe deposit boxes.
The rest would go into real estate that produced positive cash flow for Monica's living expenses and college education.
He said no, there are many growth opportunities in the U.
S.
market but he would discuss all that with me after the transfer took place.
I said OK.
Dr.
Smith said all the account information and my transfer request was in order and we only needed 3 documents from the Ivory Coast Ministry of Justice.
I needed to call the bank's lawyer tomorrow as soon as possible and request he send me the documents and we could conclude the transfer the same day or the next.
Then I would purchase a plane ticket for dear Monica to come meet her new guardian and she was very much in a desperate hurry to leave Abdijan, Ivory Coast.
I sent Monica an Email telling her how well my discussion with Dr.
Albert Smith went.
She responded that she had spoken with him this morning and he felt the same.
The 3 government documents were now all that stood between our meeting.
I called the lawyer who explained the 3 documents will cost $1850.
I told him I will discuss the matter with my partner, Monica and get back to him.
I sent Monica an Email explaining how she would have to take care of the fee.
She wrote me back begging me to scrape up the money becauseshe only had $320 to her name, outside of her inheritance.
I wrote back and told her I had only $20 till the first of the month when I would be left with half what she has in her pocket.
I told her she had personal, professional friends who knew she was rich and would gladly make some kind of deal with her for a short term loan.
If she could not handle such a small matter, our partnership was probably worthless from the beginning.
I have heard nothing more from her and wonder if I will soon have the documents in my Email.
I now have a bank account I don't need and I'll be getting a couple of stiff phone charges I suppose.
It could have been worse.
Anyway, this morning I got a message from Rose of Ivory Coast.
She is richer than Monica and she prayed to God about choosing me as her partner.
Think I'll go see if she sent me the picture I requested.
